01 Regulatory framework

The rules that apply to industrial electronic products

Six European and US regulations define which substances may be present in devices, their components and packaging, and what information the manufacturer must provide along the supply chain.

EU • Product

RoHS

Dir. 2011/65/EU • Delegated Dir. (EU) 2015/863

  • Restricts 10 substances in electrical and electronic equipment: lead, mercury, hexavalent chromium, PBB, PBDE and 4 phthalates (0.1% by weight), cadmium (0.01%).
  • SENECA: products compliant with RoHS II and RoHS III, within the limits of Annexes II, III and IV.

EU • Substances

REACH and SCIP

Reg. (EC) 1907/2006 • Dir. 2008/98/EC

  • Duty to communicate (Art. 33) if an article contains a Candidate List SVHC above 0.1% by weight; in that case, notification to ECHA’s SCIP database.
  • SENECA: February 2026 Candidate List checked (253 SVHCs), no substance above the threshold: no SCIP notification required.

EU • Packaging

PPWR

Reg. (EU) 2025/40 • from 12/08/2026

  • New regulation on packaging and packaging waste: heavy metal limits, EU declaration of conformity (Art. 39), phased-in recyclability and labelling requirements.
  • SENECA: EU declaration of conformity for packaging (August 2026), assessed under Module A.

EU • Persistent pollutants

POP

Reg. (EU) 2019/1021

  • Bans or restricts the persistent organic pollutants of the Stockholm Convention; the annexes are updated with new substances, such as Dechlorane Plus and UV-328 in 2025.
  • SENECA: no substance from the regulation’s annexes linked to production or use, based on process and supplier information.

EU • Emerging substances

PFAS

REACH • universal restriction under assessment

  • Some PFAS are already restricted; the universal restriction proposal received the opinion of ECHA’s RAC committee in 2026 and awaits the final SEAC opinion and the Commission’s decision.
  • SENECA: no PFAS intentionally used as raw material or added to components; continuous monitoring of components and materials.

USA • EPA

TSCA

Toxic Substances Control Act • sec. 6(h) and 8(a)(7)

  • Section 6(h) restricts five PBT substances (decaBDE, PIP 3:1, 2,4,6-TTBP, HCBD, PCTP); section 8(a)(7) introduces retrospective PFAS reporting, with the window postponed to 2027.
  • SENECA: products compliant with section 6(h) restrictions for export to the United States.

02 The SENECA approach

From component selection to waste management

SENECA products are capital goods intended for B2B industrial use. Environmental compliance is built throughout the cycle: design, suppliers, production, packaging and end of life.

Design and materials

RoHS-compliant components, no intentionally added PFAS, SVHC check at every Candidate List update.

Suppliers and supply chain

Supplier declarations on substances and materials; due diligence on conflict minerals (3TG) under Reg. (EU) 2017/821 and the OECD guidelines.

Production and waste

Efficient use of resources, controlled disposal of electronic production waste through specialised contractors, sustainable logistics.

Packaging

PPWR-compliant packaging, heavy metals within 100 mg/kg, extended producer responsibility obligations in destination markets.

SENECA products and packaging do not carry type I environmental labels (UNI EN ISO 14024) or ENERGY STAR, which are designed for consumer products: environmental compliance is documented by the declarations on this page.

03 Declarations

Environmental and supply chain declarations

All declarations are signed by SENECA management and apply to products manufactured and supplied by SENECA S.r.l. They are also available on the page Quality and Certifications.

05 FAQ

Frequently asked questions

Are SENECA products RoHS compliant?

Yes. The products comply with Directive 2011/65/EU (RoHS II) and Delegated Directive (EU) 2015/863 (RoHS III), which added the four phthalates DEHP, BBP, DBP and DIBP to the list of restricted substances.

Do the products contain SVHCs above 0.1%?

No. Following the February 2026 Candidate List update (253 substances), no SVHC is present at a concentration above 0.1% by weight. The check is repeated at every list update.

Does SENECA notify its products to the SCIP database?

SCIP notification is only required for articles containing SVHCs above 0.1% by weight. As SENECA products do not exceed this threshold, no notification is required.

What changes with the PPWR packaging regulation?

From 12 August 2026, Reg. (EU) 2025/40 replaces the packaging directive: it requires an EU declaration of conformity, heavy metal limits and, over the coming years, recyclability, recycled content and harmonised labelling requirements. SENECA issued its declaration in August 2026.

Do SENECA products contain PFAS?

SENECA does not use PFAS as a raw material and does not intentionally add them to components or materials. Traces from purchased components cannot be ruled out entirely; the situation is monitored in view of the universal restriction under discussion in the EU.

Can I export the products to the United States in compliance with TSCA?

Yes: the products meet the TSCA section 6(h) restrictions on the five PBT substances. For the section 8(a)(7) PFAS reporting obligations, which fall on the importer, SENECA provides the available information on request.

How do you manage conflict minerals?

SENECA applies supply chain due diligence for tin, tantalum, tungsten and gold (3TG) under Reg. (EU) 2017/821 and the OECD guidelines, giving preference to smelters and refiners that take part in recognised audit programmes.

How do I get a declaration for a specific code?

Write to qualita@seneca.it, stating the product codes and the type of document required: declaration of conformity, questionnaire or reporting template. The Quality office will reply to the email address you write from.
